This is why CCM’s Polepole restricted implementation of new by-law in Kigoma

Dodoma. The CCM secretary of Ideology and Publicity, Mr Humphrey Polepole, restricted implementation of by-laws - passed by Kigoma Ujiji councilors - due to complaints from residents, the Parliament heard on Friday, June 22, 2018.

The Deputy Minister of State in the Prime Minister’s Office (Regional Administration and Local Government (PO-RALG), Mr Joseph Kakunda told the House that after coming up with the by-laws, some Kigoma residents – mostly businesspeople - complained to various leaders, resulting into the restriction.

“I have done some homework on this issue and realized that the Kigoma Ujiji Council raised some levies from Sh15,000 to Sh50,000 and businesspeople there complained and that was how some leaders decided to restrict its implementation,” he said.

Mr Kakunda was responding to a question from Kigoma Urban Member of Parliament (MP), Mr Zitto Kabwe (ACT-Wazalando) who wanted to know why the government allowed the CCM leader to restrict laws that had been passed by legally-recognized bodies and duly signed by higher authorities.

According to Mr Kabwe, the by-law was endorsed by the council of the Kigoma councillors and signed by the minister of the respective docket.

But according to Mr Kakunda, the government has sent a team of experts to Kigoma and that a solution to the impasse will soon be found.

“As soon as the team comes back from their fact-finding mission, we will be in a position to find a lasting solution,” he said.
