Terrorism constitutes one of the most serious threats to international peace and security. The terrorists pose a threat to the states’ territorial integrity and the security of the people. They should not only be strongly condemned, but should be fought relentlessly wherever and whenever they rear their ugly head. This is a menace that must not be associated with any religion, nationality, or ethnic group. The worst in this region is Somalia’s Al Shabab, which was behind the Kampala massacre over a fortnight ago, and which continues to threaten Uganda and Burundi, the two countries that supply the African Union peacekeepers in Mogadishu. It is by dealing ruthlessly with groups such as Al Shabab that the region can send a message to all that whatever disputes there might be must be solved by peaceful means and in conformity with the principles of justice and international law. Africa should embrace the UN Global Counter-Terrorism Strategy adopted by the member states on September 8, 2006, as part of the effort to thwart all forms of terror and ensure that this evil mindset doesn’t take root on the continent. This is also an important framework for forging cooperation to solve the economic, social and cultural problems facing the continent. |
