EDUCATION
The strategy is to improve education at all levels from elementary to higher education. The focus will be to make sure that the kind of education offered will enable people, especially youth, to use it to improve their living.

It will ensure that every primary school has a fully equipped preparatory class including a toilet.

For primary education, the focus will be to prepare the third phase of Primary education development plan by purchasing and distributing learning and training materials to all schools.

To establish teacher resource centres in all zones and councils and improve teacher training for mathematics, English and science subjects.

To ensure that every school has enough teaches and teacher student ratio is maintained at 1:60.

For secondary education, to implement a plan of having at least one higher secondary school in every division across the country.

To ensure that a Form Four leaver who qualifies for Form Five reaches 50 per cent of all finalists.

For higher education, to ensure that there is a good plan to ensure that student who get loans repay them. There is also a plan to ensure that many students get the loans with the target of ensuring that every student at university access the loans.

To rehabilitate, expand and improve infrastructures in all public universities so as to increase number of student intake.

 
INFRASTRUCTURE
To improve the Tanzania Road Fund by expanding the sources of funds.

To prepare a sustainable strategy of rehabilitation of roads and bridges so as to improve the infrastructure.

To set aside funds for development of infrastructures in major cities including Dar es Salaam, Arusha and Mwanza and look at possibility of establishing an entity which will oversee construction of urban infrastructure.

To put in place plans to purchase ferries with capacity to carry 50 tonnes for (a) Msanga Mkuu (Mtwara), Rusumo (Kagera), Itungi Port – Matema (Kyela) and Kilambo (Mtwara) which will offer services to those crossing between Tanzania and Mozambique.

To start construction at Kilombero and Mwasiti River bridges in Morogoro region, Malagarasi in Kioma and complete plans for construction of Kigamboni bridge in Dar es Salaam.

To improve the Tanzania Railway Limited (TRL) and Tazara so as to give it more power to offer quality services and improve the central railway to make it serve as transportation backbone in the central corridor.

In cooperation with Rwanda and Burundi to start construction of a railway line from Dar es Salaam to Kigali (Rwanda) and Msongati (Burundi).

Construction of new port at Mwambani in Tanga and a railway line which will connect the port with Arusha.

To start construction of railway line in Mtwara corridor to Mchuchuma and Liganga.

HEALTH
To implement that Primary Heath Development Programme which focus on recruitment of human resource in the health sector.

Availability of competent health infrastructure by rehabilitation and construction of health facilities at village and ward levels and improve the availability of drugs and equipment in health facilities.

To improve transportation of patients, medical facilities, communication through radio and internet in all levels of health service delivery.

To ensure that all health service provision facilities have enough drugs and facilities and improvement of Health Insurance schemes so that number of beneficiaries increase from 7.7 percent to 30 percent of population by 2015.

To improve local competency in health service provision so as to reduce the number of patients who are sent abroad for treatment.

To improve community services by translating Children Act number 21 of 2009, Human Trafficking Act and Disabled Act and to prepare regulations for full implementation of the three laws.

WATER
To continue with implementation of the Water Sector Development Programme so as to increase the number of people who access clean and safe water to 65 percent in rura areas and
75 percent of urban dwellers by 2015.

To prepare participatory plans in management of water resources in all nine Basins by improving the authorities and water laboratories.

To involve wananchi in all water service delivery systems including planning, construction, management and owning water projects.

To improve Tanzania’s participation in use and management of shared water bodies.

To improve programmes in management of water sources and environmental management.

To continue construction of new dams and rehabilitation and revival of old dams in order to ensure availability of water for human consumption and livestock.

To enact a law which would ensure that water services are available to every school, college, institution, ministries, hotels, factories, villages and individuals who would construct modern houses.

To ensure that people are taught on rain water harvest techniques.

To implement a major project that would ensure Igunga, Nzega and Tabora get water from Shinyanga and to improve availability of water in all regional and district headquarters.

Rehabilitation and improvement of water and sewerage services in all towns.

 EMPLOYMENT AND YOUTH
To improve the community development colleges so as to train more young people in agriculture, business, vocational training and entrepreneurship.

To conduct a research in a bid to prepare a long term plan to involve youth in various economic activities so as to make them independent.

To improve the national Institute of productivity (NIP) in a bid to up productivity in economic sector.

The government to assist youths, especially university leavers, who are ready to enter into self employment in agriculture, livestock keeping, fisheries and other sectors.


To continue improve worker’s income including salaries in accordance with the economic situation.

To improve Vocational Education and Training Authority so as to reach more youth who would be prepared for self employment.

To encourage youth to start economic ventures and form savings and credit societies so as to easily access capital.

To improve the management of women and youth development funds in all councils.

AGRICULTURE, FISHERIES AND LIVESTOCK

Promulgation of the Agricultural Sector Development Programme in the next five years alongside Kilimo Kwanza initiative.

This will be achieved through establishment of agricultural bank which will provide soft loans to farmers.

To use participatory approach in cascading agriculture technology to farmers in rural areas.

To enable the bank of Tanzania and Treasury put in place enough funds to ensure that the government budget is not an impediment to agricultural development in the country.

To improve national seed farms and sensitise irrigated agriculture  in a bid to ensure that by 2015, some 25 percent of food is produced from irrigated agriculture.

To improve extension services by training more people who would be encouraged to work in rural areas where agriculture in practiced.

To train people on better ways of storing agricultural outputs so as to reduce the post harvest losses.

To survey agricultural land in all areas and provide farmers with title deeds of their farms so as to reduce land conflicts.

To improve cooperatives through strengthening its leadership by training the leaders.

To produce more fertiliser in order to reach the target of 385,000 tonnes in 2015 as a way of facilitating green revolution.

CORRUPTION AND GOOD GOVERNANCE
To sensitise politicians to conduct politics in civilized manner because they were important stakeholders in the improvement of good governance.

To improve trinity between the government, employers and employees.

On corruption, CCM will ensure improvement of capacity to investigate grand corruption and management of cases.

To conduct civic education among Tanzanians so as to sensitise them to batter corruption.

To train civil servants on code of conduct, ethics and moral behaviour and what is expected of them when holding public offices.

To improve ability of state organs engaged in the war against corruption so that they can continue to assist in the battle against the vice.

In Zanzibar to supervise the implementation of government duties in civil way to as to promote accountability.

O continue offering civic education and democratic education to all people in the societies so that they can be conversant with human rights and what is expected of them in the war against corruption and improvement of good governance.

To finish the job of preparation the Anti corruption bill and improvement of Zanzibar Director of Prosecution office and finalise the process which will enable the Director of Public Prosecution undertake all prosecution responsibilities.

 UNION AND INTEGRATION
To maintain the two government tier and improve cooperation between the two governments.

To continue with the spirit of solving Union problems through dialogue.

To educate wananchi on the importance to maintain and cherish the Union.

To improve the institutions which have been established constitutionally to deal with Union matters and improve communication and feedback systems between the two sides of the Union.

To improve economic opportunities among people of each part of the Union so that they can acknowledge the benefits of the merger themselves.

To continue with construction of buildings which houses offices dealing with Union matters in Zanzibar.

To improve the joint committee which deals with Union problems by putting in place specific systems of convening meetings whenever problems arise.

To improve the distribution of Union income as well as reviewing the Financial Regulations which govern revenue collections between Zanzibar Revenue Board (ZRB) and Tanzania Revenue Authority (TRA).

To improve regulations on employment in Union institutions so as to reflect the Union.

CCM leaders will be in the forefront to battle any kind of segregation basing of religion, colour, tribe, gender etc so as to continue with the strengthening of Union.
