Chadema will overhaul the government machinery and create a leaner administration within the first three months if its candidate wins the top job in the October 31 General Election, the opposition party declared yesterday.

Addressing a huge rally in Dar es Salaam, during which he launched the party’s election manifesto, presidential candidate Willbrod Slaa said the government would be made up of not more than 20 Cabinet ministers.
He told thousands of chanting Chama Cha Demokrasia na Maendeleo at the Jangwani grounds that if elected, he would during his first 100 days in power, mainly focus on restoring accountability, integrity and trust within the government.

He said the Chadema administration would not tolerate corruption, embezzlement of public funds and misuse of the country’s natural resources. The rally was covered live by the State-owned TBC television.

Dr Slaa said Tanzania was poor and underdeveloped largely due to poor leadership and weak policies and the plunder of natural resources such as minerals and wildlife.

“Under my leadership, the issue of corruption will be history…we will take tough measures against corrupt leaders and we will not tolerate the plunder of our natural resources by the so-called foreign investors, who instead of revamping privatised entities turn them into mere godowns,” he said.

The country, he added, had in recent years lost focus and direction in politics, management of the economy and delivery of social services. He said the implementation of the 2010 Chadema manifesto, which has been dubbed “Hatudanganyiki” (We will not be cheated), was the surest way to deal with these shortcomings.

The manifesto focuses on nine major areas. They include ensuring quality social services such as education, water and health to all Tanzanians.
Dr Slaa, who was the Karatu MP for 15 years,  said a Chadema government would offer free education from Standard One to Form Six and create a good environment for higher education.

The party also promises to revamp agriculture, establish a robust industrial base, create better paying jobs, enhance security and develop sports and culture.

Dr Slaa said economic growth and overall national development could not be attained without prosperous factories and industries. No agricultural revolution could take place without science and technology, he added.

A Chadema government would concentrate on rebuilding trust, patriotism and making people responsible for protecting natural resources for the betterment of all Tanzanians.

“We need to build the spirit, which was nurtured and cherished by Mwalimu Julius Nyerere. The current breed of leaders is not only greedy but also selfish. We cannot move forward like this,” he noted.

“My government will have zero tolerance on corruption and all those who will dare to misuse public funds will have no place in the new era to unfold after October 31.”

Earlier, Chadema chairman Freeman Mbowe called on Tanzanians to give his party the mandate to govern, claiming that CCM had let down the people.

He said Chadema would bring about the second revolution, the first having been gaining independence from colonial rule.

“We have picked Dr Slaa because we believe is the right person for that job. He has the credentials to bring hope to this country,” Mr Mbowe noted.
