Worst performing district councils

Dar es Salaam. The government yesterday named 20 worst performing councils in revenue collection.

The underpeformers have collected less than 20 per cent of their targets for the first half of the 2018/19 financial year.

The councils and percentage of collections made in brackets are Nanyumbu DC (6pc), Momba DC (6pc), Masasi DC (8pc), Msalala DC (9pc), Nanyamba TC (10pc), Tandahimba DC (10pc), Newala DC (11pc) and Mafia DC (11pc).

Others are Rorya DC (12pc), Newala TC (12pc), Nsimbo DC (13pc), Mbogwe DC (14pc), Tunduru DC (15pc), Bumbuli DC (15pc), Rufiji DC (15pc), Uvinza DC (16pc), Tarime TC (16pc), Ileje DC (17pc), Masasi TC (17pc), Mlele DC (19pc) and Sumbawanga DC (19pc).

Addressing a press conference to unveil performance of local authorities in revenue collection in Dodoma yesterday, the Minister of State in the President’s Office-Regional Administration and Local Government (Po-ralg), Mr Seleman Jafo, named ten other councils that made outstanding collections.

They include Geita Township Council (84pc), Geita District Council (78pc), Mbeya District Council (78pc), Mbozi District Council (73pc), Ikungi District Council (70pc), Kisarawe District Council (66pc), Mbinga Township Council (65pc), Iringa Municipality Council (64pc), Kondoa Township Council (64pc) and Busekelo District Council (62pc).

According to released reports, seven councils including Nanyumbu DC, Masasi DC, Tandahimba DC, Nanyamba TC, Newala DC, Newala TC and Masasi TC from Mtwara Region are among the poor performers.

Their performance including that of Tunduru DC in Ruvuma Region could probably reflect wrangles in cashew nut trade intervened by the government in the 2018/19 season.

However, it is surprising that Tarime, Rorya and Msalala DCs from Mara and Shinyanga regions with mineral extractions going on, among the lucrative activities in their areas, appear in the list.

“Council executives in these councils should assess themselves because revenue collection and their respective expenditure in developing citizens will continue to be used for measuring their performances,” said Mr Jafo.

Mr Jafo said councils collected Sh300 billion out of Sh735.6 billion projected which is equivalent to 41 per cent between July and December 31, last year.

According to him, the councils collected Sh281.3 billion out of Sh687.3 billion targeted during the 2017/2018 which is equivalent to 41 per cent of projections.

“According to these statistics there is an increase of Sh18.7 billion in 2018/19 as compared to collections made in 2017/18,” he said.

He said Dodoma collected Sh40.12 billion equivalent to 59 per cent, therefore leading among cities in the country.

In the trend, according to him, Mwanza emerged second with 56 per cent, Dar es Salaam came third after collecting 52 per cent, Arusha is the fourth with 49 per cent and that Mbeya and Tanga are fifth and sixth respectively after accumulating 35 and 33 per cent respectively.

He said Dar es Salaam has led Tanzania regions after collecting Sh77 billion of raw revenues, followed by Dodoma and Mwanza with Sh44.5 billion and Sh15.6 billion respectively.

According to him, Katavi was the least region after collecting Sh2.4 billion followed by Kigoma and Rukwa with Sh2.8 billion and Sh3.1 billion respectively.
