Dar es Salaam. The National Assembly has on Saturday, June 10, approved the upscaling of the Intergovernmental Agreement (IGA) between Tanzania and Dubai to the implementation stage.

The deal that was signed in October 2022, with the two parties agreeing to form an economic and social cooperation to expand and improve Tanzania ports, attracted a heated controversy, with some Tanzanians supporting the pact and others rejecting it.

But today, after the resolution that resulted from the collection of public views from stakeholders concerning the agreement was tabled by the parliamentary committees responsible for infrastructure development and investment for debating and approval, legislators gave a nod to the MoU.

The committee advised that all the agreements that will follow in implementing the terms of the arrangement should be productive, and protect Tanzania and its people’s broad interests.

In addition, the committee under its chairman Mr Moshi Kakoso asked the government to ensure that the agreements include the views of important stakeholders in the cross sector to ensure that the basic issues were considered in improving the scope of its implementation.

"The committee insists that the validity of the Implementation Agreements to be signed should mention a specific time frame for the implementation of projects that will take into account the broad interests of the country," said Mr Kakoso.

He added: The contracts should have an element that directs the partners to evaluate the implementation of the investment projects, and breach of the contract if the implementation is not done as intended.

Speaking at the conclusion of the debate, the Minister for Works and Transport, Prof Makame Mbarawa said that there was a great importance of the joint venture between the two governments due to the poor business conditions at the ports of Tanzania, including Dar es Salaam.

"We will work on all comments seriously because we still have time to continue improving this agreement," he said then the Speaker, Tulia Akson asked the MPs about supporting the motion and most of them passed it.
