Ten PSs promoted, 3 dropped in reshuffle

Dar es Salaam. President Jakaya Kikwete last night announced a major reshuffle of permanent secretaries, promoting 10 deputies and dropping three others.

The President also moved three permanent secretaries to new portfolios and tapped Prof Sifuni Mchome from the Tanzania Commission of Universities as the new Education PS in changes that saw Lands PS Patrick Rutabanzibwa stepping down voluntarily.

President Kikwete also picked 14 new deputy PSs and shuffled five in a decision that saw the return of suspended chief medical officer in the Ministry of Health and Social Welfare, Dr Deo Mtasiwa.

Those dropped were Sethi Kamuhanda from the Ministry of Information, Omar Chambo from Transport and Mrs Kijakazi Mtengwa from Community Development.

Announcing the changes at a news conference at State House in Dar es Salaam, Chief Secretary Ombeni Sefue, said the three dropped PSs will be re-assigned to other duties but were not specified. All the changes are with immediate effect.

Former PS in the Prime Minister’s Office Peniel Lyimo was moved to State House where he will now assume the position of deputy chief executive for the President’s Delivery Bureau. He will specifically be in charge of the agricultural revolution department.

Mapunjo was formerly in the Ministry of Industry, Trade and Marketing and Dr Tax is now executive secretary of the Southern African Development Community (Sadc).

Those earning a full promotion are Jumanne Sagini (PMO-Regional Administration and Local Government), Dr Servacius Likwelile (Finance), Dr Patrick Makungu (Communication), Mr Alphayo Kidata (Lands) and Dr Shaaban Mwinjaka (Transport).

Others are Uledi Mussa (Industry and Trade), Charles Pallangyo (Health), Ms Anna Maembe (Community Development), Ms Sihaba Mkinga (Information) and Sophia Kaduma (Agriculture).

Dr Mtasiwa was among the new deputy PSs, with Mr Sefue explaining that he had been cleared of charges following investigations in 2011 relating to the doctors’ strike that paralysed medical services throughout the country.

Other new deputies include Mrs Angelina Madete (Vice-President’s Office-Environment), Ms Regina Kikuli (PMO),

Mr Zuberi Samataba (PMO), Mr Edwin Kiliba (PMO), Dr Yamungu Kayandabila (Agriculture), Prof Adolf Mkenda (Finance) and Mrs Dorothy Mwanyika (Finance).

Mrs Rose Shelukindo (Defence), Dr Selassie Mayunga (Lands), Ms Monica Mwamunyange (Transport), Ms Consolata Mgimba (Education), Prof Elisante ole Gabriel (Information) and Mr Armantius Msole (East African Community) complete the list of the new deputies. Those shuffled in this category are John Mngodo (from Transport to Communication), Selestin Gesimba (from Education to Natural Resources), Eng. Ngosi Mwihava (from VPO to Energy and Minerals), Ms Maria Bilia (from Lands to Industry and Trade) and Ms Nuru Milao (from Natural Resources to Community Development).
