American ‘tourist’ arraigned in Dar on heroin possession charges

Dar es Salaam. An American national, Lionel Rayford, has been arraigned before the Kisutu Resident Magistrate Court accused of being found in possession of 2 killograms of Heroin.

The government prosecutor Constantine Kakula said before the court's Resident Magistrate Wanjah Hamza that the accused was found in possession of the said drugs on July 4, 2018 at the Julius Nyerere International Airport, contrary to Section 15 (a) of the Prevention and Anti-drug Act of 2017.

The accused was allegedly trying to transport the 2.188 kilograms of heroin outside the country.

The accused denied charges against him and was not supposed to answer anything because the court has no jurisdictions to hear drug cases. The issue will be referred to the High Court for further legal proceedings.

The accused was taken to remand custody and the case was adjourned to July 19, this year. Investigation is not complete.
