  • President of Zanzibar, Dr Hussein Mwinyi, said the late leader as a rare figure who served the nation with unmatched commitment

Dar es Salaam. Leaders from across the country gathered at Karimjee Grounds yesterday to honour the late Cleopa David Msuya, hailing him as a steadfast patriot and statesman whose contributions shaped Tanzania’s history.

Speaking during the state funeral service, Vice President Dr Philip Mpango described Msuya as a model of patriotic leadership and tireless dedication to public service.

Dr Mpango said even after retirement, Msuya remained a fountain of wisdom and a national reference point.

He added: “He possessed sharp intellect, followed national and global affairs keenly, and never hesitated to offer honest and well-grounded insights. He will be remembered for his integrity, firm stance, and deep concern for the wellbeing of fellow citizens wherever he lived.”

For his part, the President of Zanzibar, Dr Hussein Mwinyi, mourned the late leader as a rare figure who served the nation with unmatched commitment.

“Mzee Msuya was a true believer in unity and the strength of the Union. His contributions during economically turbulent times as Prime Minister were critical to the nation’s stability and progress,” Dr Mwinyi said.

He also commended Msuya’s efforts in promoting industrial and trade growth, as well as strengthening Tanzania’s economic diplomacy.

“The best way to honour his legacy is to embrace his ideals—national unity, hard work, integrity and patriotism,” he said.

Additionally, the Prime Minister, Kassim Majaliwa, said Tanzania had lost a leader whose advice was always rooted in ethical and professional execution of government duties.

“His service to the country remains a mark of excellence that current and future leaders should aspire to,” said Mr Majaliwa.

Former Prime Minister, John Malecela, described his late colleague as a selfless servant whose wisdom and integrity inspired many.

“We were taught to prioritise national interest over personal gain. Msuya was calm, a deep listener, and his responses were always wise and impactful,” said Mr Malecela.

“He was a master in policy planning, governance, and resource management. His courage and vision helped him steer through the toughest assignments in Tanzania’s history,” he added.

On top of that, Dar es Salaam Regional Commissioner Albert Chalamila remembered Msuya as a cautious and deliberate figure, who preferred giving counsel discreetly.

“He chose his words carefully and always advised away from the cameras. His approach to leadership was thoughtful and deeply grounded in values,” Chalamila said.
