“He was a leader who always put the interests of the people first. His leadership brought honour and respect to the Parliament both nationally and internationally,” the Prime Minister said, invoking the biblical words of Apostle Paul from 2 Timothy 4:7 in relation to Ndugai’s life: “I have fought the good fight, I have finished the race, I have kept the faith.”
The former Kongwa Member of Parliament and devoted CCM cadre served as Speaker of the National Assembly from 2015 until 2022, having previously held the position of Deputy Speaker from 2010.
Mr Ndugai passed away at 3pm on 6 August in Dodoma, after suffering a sharp drop in blood pressure caused by a severe respiratory infection, according to the Clerk of the National Assembly, Baraka Leonard.
He was widely credited with modernising parliamentary procedures and fostering robust government oversight.
On behalf of Chama Cha Mapinduzi (CCM), the party’s deputy secretary general for Mainland Tanzania, Mr John Mongella, paid homage to Ndugai’s dedication and service to the people of Kongwa and the nation at large.
“He worked tirelessly to promote development and unity, always demonstrating commitment and humility,” Mr Mongella said.
Condolences from Zanzibar were conveyed by Mr Ali Suleiman Amir, Representative of the Speaker of the House of Representatives and Minister of State in the President’s Office (State House).
“The cooperation that was established during his time will continue. We extend our heartfelt condolences to the family and the people of Kongwa,” he remarked.

“We shall preserve the good work he accomplished for this institution and the country,” Dr Ackson affirmed.
